I do grave injustice to Victor Hugo but this tweaking of his deep and enduring observation, (also referred to as Tussman’s law) captures the disaster that was bound inevitably to befall the APC given its specialised capacity to promise, its amazing indifference to human suffering, its display of hypocrisy, and its impotence and sterility when it came to delivery.
